Meta breakdown: 'Broad Prospecting' spent $540 at 1.1x ROAS — that's the drag. Your 'Retargeting - 7d' campaign was fine at 3.8x. So it's top-of-funnel prospecting bleeding, not retargeting. I'd suggest reviewing the Broad Prospecting budget — but that's your call to make; I only ever read the accounts, I never touch budgets or campaigns.
