Can Hubi look up a file without uploading it?

Yes. If you have a file's hash, Hubi can query VirusTotal directly for an existing report instead of uploading the file, which is faster and avoids sharing the file itself.

How fast does a scan come back?

A hash or URL that VirusTotal has seen before returns almost instantly, while a freshly submitted file needs time for the engines to finish. Hubi waits for the analysis and reports the verdict once it is ready.

Will Hubi delete or quarantine a malicious file for me?

No. VirusTotal is an analysis service, so Hubi reports the verdict but does not remove files. You can chain that result with another connected tool to act on it, with destructive steps proposed for your approval first.
