Does Hubi work on the Loops free plan?

Loops' API is available to authenticate against, and Hubi works with whatever your plan and key allow. Any send or contact limits your plan sets still apply to what Hubi does.

What contact data can Hubi read and change?

Hubi can reach the contact properties, lists, and events your API key is scoped for. It reads and updates those records and does not touch your billing or account settings.
