What files can Hubi see?

Whatever your account and the granted scope can reach - typically the files, projects, and teams you have access to. It reads that content and does not change your Figma account settings.

Will Hubi post a comment without checking with me?

No. Posting a comment is something you ask for, and Hubi shows you the text and target node before it adds the comment to a file.

Can it pull design tokens or component details?

Hubi can list components and read file structure exposed by Figma's API, so you can ask about components in a file. The depth depends on what the API returns for that file.
